Spain approves DORA III, sets out €1.27bn for Valencia region airports

Spain’s Council of Ministers has approved DORA III, the five-year regulatory framework for Aena’s airport network covering 2027 to 2031, unlocking a near-€13bn investment programme and keeping airport charges almost flat with an average annual rise of about 0.33%. The plan assigns more than €1.27bn to airports in the Comunitat Valenciana, including €402m for Valencia airport and €868m for Alicante-Elche Miguel Hernández airport.

The framework sets the commercial and operational conditions for Spain’s main airports over the next regulatory period, with most spending classed as regulated investment financed through the airport system rather than the state budget. The allocation for Valencia includes terminal development, a new security control point and upgrades to parking and access routes, while Alicante-Elche is due to receive funding for terminal expansion and airfield works.

Transport Minister Óscar Puente framed the tariff path as a near-freeze for users, with fee growth limited to roughly three euro cents per passenger a year. The investment programme is intended to support capacity, operational efficiency and preparation for more evenly distributed traffic across the year at the two Valencian airports.
