The FAA has issued Order 1030.8 to establish a unified safety management system across all agency organisations, centralising safety oversight under the new Aviation Safety Management Office. Effective from 15 September, the policy applies across the FAA and is designed to improve enterprise-level hazard identification, risk management and information sharing.
The order sets out the roles and responsibilities of FAA leadership, the Executive Safety Council and the ASM Integration Board, while standardising safety terminology and requiring a common approach to SMS implementation and maturity. It also aligns the agency’s framework with ICAO Annex 19 to the extent practicable.
The FAA said the new structure will draw on centralised databases and broader data sharing to give the agency a more integrated view of risk across the national airspace system. The order replaces earlier safety management and safety risk management policies and allows a 12-month transition period for full compliance. The move follows the earlier creation of the Aviation Safety Management Office and forms part of a wider organisational realignment supporting future air traffic control modernisation.
