NTSB chief urges Congress to break aviation safety stalemate over DCA crash reforms

NTSB Chair Jennifer Homendy pressed Congress to advance stalled aviation safety legislation linked to the 29 January 2025 midair collision near Ronald Reagan Washington National Airport, warning that key recommendations remain unfinished. She met lawmakers on Capitol Hill after addressing the Air Line Pilots Association’s 70th Air Safety Forum in Washington, as victims’ families joined the push for a compromise bill.

The Senate passed the ROTOR Act in December 2025, while the House approved the ALERT Act in April 2026, leaving lawmakers to reconcile two competing approaches. The dispute centres on how far the law should go on cockpit alerting and ADS-B In requirements, a policy question that has divided Congress for months.

Homendy has said she was disappointed that Congress had not yet enacted legislation to implement the NTSB’s post-crash recommendations. The board has issued 50 recommendations in total, including 33 to the Federal Aviation Administration, and families have warned against reaching the second anniversary of the crash without action.
