Aviation Groups Urge FAA to Extend Uniform Rest and Duty Rules Beyond Part 121

NBAA and partner groups including AVA, NATA and VAI have filed comments urging the FAA to broaden its proposed crew rest and duty rule so it covers Part 91 fractional ownership operations, Part 125 corporate flights and Part 135 charter services, not only Part 121 airlines. The industry position pushes for a more uniform federal framework across business aviation as the agency weighs changes to duty-time limits and rest requirements.

The request centres on the FAA’s ongoing rulemaking on flightcrew fatigue, which the associations view as an opportunity to apply consistent standards across more of the sector. Fractional operators, certain corporate flight departments and charter carriers would fall under the expanded scope if the agency accepted the recommendation.

NBAA has framed the filing as part of a wider effort to preserve federal control over aviation safety rules and avoid a patchwork of different requirements. The comments were submitted alongside other aviation groups, underscoring broad industry support for extending the proposal beyond scheduled airlines.
