Air Montenegro was the only airline to bid for Montenegro’s tender to subsidise six international routes from Podgorica, including Frankfurt, in a programme valued at about €4.79 million. The state-backed package covers services to Brussels, Paris Charles de Gaulle, Amsterdam, Zagreb, Bari and Frankfurt under a public-service obligation scheme running through May 2030.
The Ministry of Transport is still evaluating the offers and has not formally awarded the contracts. The tender closed at the end of August, leaving Montenegro with no competing bids for the route package and putting Air Montenegro in position to retain the key links if the process is completed.
The routes were designated as public-service obligation services because they were considered commercially unattractive but important for national connectivity. Frankfurt is among the most valuable elements of the package, and the outcome is likely to shape state aid exposure and competitive access on several major European links from Podgorica.
