The FAA has proposed a $260,868 civil penalty against ExcelAire, LLC, accusing the New York and Georgia aircraft management and charter provider of conducting unauthorized charter operations after its air carrier certificate was surrendered in June 2025. The agency says ExcelAire flew two paid flights in August 2025 without the required qualified management personnel in place.
In the enforcement notice, the FAA said the company’s director of operations surrendered the certificate after that official and the rest of the required management team resigned. The regulator also alleged that ExcelAire lacked the qualified management personnel needed to ensure safe operations and that the conduct was careless or reckless and endangered lives and property.
ExcelAire has 30 days from receiving the notice to respond. The case adds to continued FAA scrutiny of charter and aircraft-management compliance, particularly where certificate status and required staffing are concerned.
