EU SAF supply jumps sixfold in first year under ReFuelEU

The European Union Aviation Safety Agency has confirmed that sustainable aviation fuel supply at Union airports reached 1.1 million tonnes in 2025, equal to 2.8% of all aviation fuel supplied, as ReFuelEU Aviation began to take effect. The total was almost six times the 193,000 tonnes recorded in 2024 and surpassed the bloc’s first mandatory SAF target of 2% for 2025.

Aviation fuel suppliers delivered 39.3 million tonnes of total fuel at Union airports last year, with SAF available at 121 airports across all 27 member states, up from 33 airports a year earlier. The report also found that 84% of the SAF supplied in the EU was produced within the bloc, indicating strong domestic participation in the emerging market.

The figures provide the first annual evidence that ReFuelEU Aviation is already lifting SAF use across the European market and that supply is scaling ahead of the regulation’s first binding target. The sharp increase in airport coverage also points to broader distribution capability, rather than concentration at a small number of hubs.
