Russia opens Kaliningrad to Serbian airlines

Russia’s Transport Ministry has cleared designated Serbian airlines to operate regular flights between cities in Serbia and Kaliningrad, opening the Baltic exclave to a potential new scheduled air link. The move expands bilateral air services in principle, but no carrier has yet filed an application and no launch date or frequencies have been set.

The regulatory opening was framed as a step to strengthen tourism, business and cultural ties while improving Kaliningrad’s transport accessibility. Air Serbia remains the only Serbian carrier currently flying directly to Russia, though not to Kaliningrad, leaving the route as a possible addition rather than an immediate service.

The agreement matters because Serbia is among the few European countries still maintaining direct aviation ties with Russia. For now, the decision changes the legal framework for future operations, but it does not confirm when, or even whether, flights will begin.
