Russia has repaired most of the oil-refining capacity damaged by Ukrainian drone strikes and has about 10% left to restore, Vladimir Putin said in Bishkek, Kyrgyzstan, on the sidelines of the SCO summit. He also claimed Russian refineries are now better protected against further attacks, as the Kremlin steps up pressure on companies and authorities to harden critical energy infrastructure.
Putin linked the tighter security posture to a recent Kremlin decree allowing temporary state control over assets if critical facilities are not adequately protected. He said Russian oil companies have become more involved in safeguarding plants after earlier treating the task mainly as a matter for law-enforcement and defence bodies.
The comments come amid repeated Ukrainian strikes on Russian energy assets, which have forced repairs and raised concerns over fuel supply and industrial resilience. Putin also claimed that an attempted strike on three refineries the previous night failed because the sites were already protected.
