Russia will allocate more than 250 billion rubles in 2026 to support its civil aviation industry, including additional funding for the first three serial Il-114-300 aircraft and continued MC-21 production. Prime Minister Mikhail Mishustin outlined the financing at a government meeting on aircraft manufacturing, as Moscow seeks to keep the MC-21 assembly line moving and protect its delivery schedule through 2035.
The package includes 2.6 billion rubles to complete the first three serial Il-114-300 turboprops, while preferential lending is being prepared for airlines buying MC-21 jets. The funding is intended to raise advance payments, ease pressure on manufacturers and suppliers, and secure deliveries of more than 70 aircraft. Mishustin also identified funding for the first 18 MC-21 aircraft as already secured.
The support package covers domestic producers including Yakovlev, Ilyushin and United Aircraft Corporation under Rostec, with MC-21 work centred on the Irkutsk Aviation Plant. Government materials also point to more than 550 million rubles for other priority civil aviation projects, including digital certification systems and aviation services. The measures come as Russia continues to pursue a more self-reliant commercial aircraft sector under sanctions and parts constraints.
