Cabo Verde approves sovereign guarantee for LACV ATR 72-600 lease

Cabo Verde has approved a state guarantee of up to about $3.7 million for Linhas Aéreas de Cabo Verde’s lease of one ATR 72-600, identified as MSN 1829. The guarantee supports an operating lease with AVAP Leasing Atlantic and is intended to strengthen the airline’s inter-island operations, improving regularity and reliability on domestic routes.

The Council of Ministers cleared the measure on 29 September, and it entered the Official Gazette the following day. The sovereign guarantee runs for eight years, while the lease agreement itself extends for 12 years, with any extension or change to the guarantee requiring further legal authorisation.

The government classified the transaction as one of public interest, linking it to LACV’s fleet-strengthening programme and to continuity and safety in domestic air transport. A second-stage guarantee for another ATR 72-600, MSN 1830, is planned for early 2027 and will require separate approval.

The resolution leaves key commercial details undisclosed, including the lease rate and whether delivery or entry into service has already begun. It nonetheless fits into Cabo Verde’s wider effort to secure dependable aircraft capacity for its island network, where schedule stability remains central to domestic connectivity.
