European mobile operators explore joint bid for satellite spectrum

Deutsche Telekom, Orange, Telefónica and Vodafone have signed a letter of intent to explore a joint bid for future Mobile Satellite Services spectrum in Europe. The initiative would support direct-to-device connectivity, allowing compatible smartphones to connect to satellites where terrestrial mobile coverage is unavailable, while providing open access for mobile operators across the region.

The four groups plan to establish key ground infrastructure in Europe and operate coordination and monitoring functions. They do not intend to finance or build a satellite constellation; that role would be assigned to a satellite partner that has yet to be selected.

The proposed platform is intended to extend coverage in underserved areas, improve the resilience of public mobile networks and protect critical communications. It would combine the operators’ customer reach and terrestrial-network expertise with a future partner’s satellite infrastructure, creating a shared service available to mobile network operators beyond the four signatories.

The initiative aligns with the European Commission’s efforts to strengthen sovereignty and security in critical connectivity infrastructure. Spectrum allocation remains subject to the European regulatory process, and the letter of intent does not represent a confirmed award, a submitted application or a final procurement decision. No binding timetable for a bid has been disclosed.
