Russia and Belarus are negotiating how to share possible additional costs on the LMS-192 Osvey, a joint 19-seat regional aircraft programme still being refined as final design documentation is completed. Russian industry and trade minister Anton Alikhanov linked the open-ended budget to new requirements from civilian and military customers, with the two sides yet to settle how any overrun will be divided.
The cost issue comes as the bilateral project advances through design work that has not yet been finalised, leaving the overall funding need unresolved. The aircraft is intended for both civil and state aviation use, making the timing and financing of the programme commercially and operationally sensitive for Moscow and Minsk. Earlier reporting had already pointed to delays and higher-than-expected invoices from the Belarusian side, while follow-up coverage has also highlighted possible production planning in Nizhny Novgorod, including a proposed industrial setup worth about 6 billion roubles.
