Mozambique’s Central Anti-Corruption Office has archived a corruption probe into LAM’s purchase of a Bombardier Q400 and two Embraer 190 aircraft after concluding there was insufficient evidence for criminal charges. The case, which centred on aircraft bought during the state carrier’s restructuring programme, had examined alleged irregularities in the roughly US$6 million Q400 purchase and related procurement and inspection procedures in Maputo.
The decision was communicated in a letter dated 10 August and follows complaints that triggered an internal review of the transactions. Investigators found administrative and documentation failures, including missing or incomplete minutes, feasibility studies and procurement records, but did not establish the elements needed to pursue a criminal case.
The closure removes a governance overhang from LAM, which remains under pressure to tighten oversight of fleet acquisition and procurement controls. The anti-corruption office also recommended stronger internal controls, corporate governance and supervision at the airline as it continues its restructuring efforts.
