The International Business Aviation Council will launch its CORE Risk Management programme at NBAA-BACE 2026, providing smaller business aviation operators, ground handlers and maintenance providers with practical tools to strengthen risk management. The programme is designed for organisations with limited time and personnel and arrives ahead of the Federal Aviation Administration’s May 2027 deadline for affected operators to implement safety management systems under Part 5.
Developed with NBAA and other IBAC member associations, CORE offers training and guidance without requiring participants to have an existing safety management system or undergo an external audit. An alignment module is intended to help operators establish a pathway towards regulatory compliance, while the wider programme focuses on improving how organisations identify and manage operational risk.
Its five principles are understanding the circumstances behind outcomes, recognising human limitations, examining everyday work, making safe actions easier and turning lessons into improvements. CORE encourages operators to compare written procedures with how employees perform tasks and adapt to operational challenges, helping identify gaps and support safer decisions.
The programme also gives frontline employees a role in proposing solutions and helps managers direct limited resources towards the highest-priority risks. Further details are scheduled for NBAA-BACE safety sessions, including the Single-Pilot Safety Standdown and Small Operators Symposium on 19 October.
