The framework addresses rapidly growing demand by providing airlines with consistent processes for check-in, boarding, on-board handling, and arrival, reducing operational ambiguity while maintaining safety and animal welfare. Unlike the Live Animals Regulations (LAR), which focus on cargo hold transport, this guidance targets cabin-specific workflows without imposing mandatory weight limits or carrier dimensions, leaving those parameters to operator policy. Airlines can adopt the standardized model to update internal policies, streamline crew procedures, and enhance passenger confidence in cabin pet quotas.
