France has granted Ukraine licensed production rights for the SCALP cruise missile, AASM guided bomb, and Aster-30 interceptor, marking the first time Paris has authorized sovereign manufacturing of French weapons to Kyiv rather than transferring stock. This bilateral defense roadmap, signed 13 July 2026 in Paris, confirms Ukraine’s order for 16 Rafale F4 fighter jets with deliveries scheduled between 2028 and 2029, while industrial licenses for the three weapon systems must be activated before end of 2026. The agreement implements a November 2025 letter of intent for up to 100 Rafales and includes four SAMP/T NG batteries plus two existing SAMP/T systems, making Ukraine the first combat deployer of the Franco-Italian system.
