FAA Proposes $351,000 Fine for Arkansas Charter Operator

The Federal Aviation Administration has proposed a $351,000 civil penalty against Creamer Pilot Services of Fayetteville, Arkansas, which operates as Jett Aircraft, over 37 alleged unauthorised passenger flights. The agency alleges that 31 flights used three aircraft not listed in the operator’s approved Operations Specifications, while six others travelled outside the 48 contiguous United States without authorisation.

The alleged violations occurred between October 2021 and November 2022. The 31 flights involving unlisted aircraft took place between October 2021 and July 2022; the six flights outside the authorised operating area occurred between April and November 2022.

The FAA characterises all 37 alleged violations as knowing, careless and reckless. It has not identified the aircraft involved or disclosed the destinations. The proposed penalty concerns the limitations governing the aircraft Creamer may use and the areas in which it may conduct passenger operations; it is not a final enforcement order.

Creamer Pilot Services began operating charter flights under an FAA Part 135 air-carrier certificate in 2018. Jett Aircraft was founded in 2011. No company response to the allegations has been disclosed.
