The UAE’s General Civil Aviation Authority (GCAA) and the Aviation Working Group (AWG) have signed a five-year memorandum of understanding in Dubai to facilitate cross-border aircraft transfers. The agreement focuses on simplifying procedures for aircraft ownership transfers, importation and registration in the UAE, with the aim of making the country’s aircraft register more efficient for owners, lessors and aviation-finance stakeholders.
Signed on 13 October, the framework also provides for the exploration of digital technologies, the exchange of expertise and best practices, and the promotion of international standards for aircraft transactions. The cooperation is intended to support a more consistent approach to transactions involving aircraft entering or being registered in the UAE.
The AWG supports the development of policies, laws and regulations that facilitate international aircraft financing and leasing, including implementation of the Cape Town Convention. The memorandum establishes a formal cooperation framework but does not itself introduce a new registration system, specific legal amendments, fee changes or immediately effective procedural reforms. No detailed digital platform, implementation timetable or individual simplification measure was disclosed.
