EASA Replaces Fixed FSTD Levels with Capability Signature Framework

EASA has abolished the decades-old fixed simulator type and level classification, replacing it with the FSTD Capability Signature (FCS) under Regulation (EU) 2026/781, which entered into force on 30 April 2026 and becomes fully applicable on 30 April 2028 after a two-year transition. This capability-based system evaluates devices by 14 specific simulation features and fidelity levels rather than rigid categories like FFS Level D, enabling Approved Training Organisations to match training tasks directly to device capabilities via a task-to-tool methodology. The framework explicitly qualifies touchscreen flight deck interfaces and extended reality applications, allowing operators to integrate innovative technologies such as VR and MR cockpits into accredited type rating and recurrent training programs without waiting for traditional full-flight simulator certification.
